During the first half of 2026, mainland tax authorities continued to issue notices to listed companies demanding payment of back taxes and late fees. An analysis of corporate announcements shows that more than 100 listed companies received such notices in the first half, with total payments amounting to approximately RMB 7.7 billion. For many companies, the back-tax amounts effectively consumed a substantial portion of their first-half profits.

Local governments are actively seeking new sources of fiscal revenue. With weak domestic demand, tax revenue has declined from its 2023 peak, while land-sale revenue is shrinking at a double-digit percentage rate. The tax enforcement campaign also signals a departure from the decades-old model of relying on generous provincial and municipal subsidies to achieve economic growth targets.
