Politburo Meeting Advances Six Networks Plan, 2026 Investment to Top RMB 7 Trillion

A meeting of the Political Bureau of the Communist Party of China Central Committee on April 28, 2026 proposed strengthening the planning and construction of six networks: water networks, new-type power grids, computing networks, next-generation communications networks, urban underground pipeline networks and logistics networks. At a meeting on July 30, 2026, the Political Bureau stressed the need to make solid progress in the planning and construction of the "six networks" while arranging economic work for the second half of the year. The six networks cover water supply, energy transmission, computing scheduling, information delivery, urban operations and the movement of goods, encompassing both the upgrading of traditional infrastructure and the layout of new-type infrastructure.
In logistics network construction, an AI recognition system at the entrance and exit of the Hangzhou Transfar Highway Port logistics park can complete information verification for a truck within seconds, while intelligent shuttle vehicles move between racks inside the warehouse. The warehouse completed an intelligent upgrade in August 2026, with charges unchanged and storage capacity rising from less than 1,000 tonnes to more than 2,000 tonnes. At the Gu'an North China transfer center of Hebei STO Express, "six-sided scanning" equipment identifies parcels at a rate of one per 0.2 seconds, and the center handles up to 370,000 express items per hour.
In computing networks, the "black cabinets" in Taihu New City, Wujiang, Suzhou, serve the "1030" industrial system, which comprises 10 industrial clusters and 30 industrial chains in Suzhou. Including the next-generation communications network and logistics network, for which details have not yet been publicly disclosed, investment corresponds to more than RMB 15,000 per person based on a population of 1.4 billion.
