Report at 2026 CIFTIS: Central SOEs Cut to 99, Strategic Emerging Industry Investment Hits RMB 2.5 Trillion in
A report on the optimization of China's state-owned economic layout from 2013 to 2026 was released at the 2026 China International Fair for Trade and Services. It said central SOEs have been adjusted to 99, with revenue from key sectors exceeding 70% of the total. In 2025, central SOE investment in strategic emerging industries reached RMB 2.5 trillion, over 40% of total investment, while revenue in those industries exceeded RMB 12 trillion.
A research report titled Review and Outlook of the Optimization of the State-Owned Economic Layout (2013-2026) was released at the 2026 China International Fair for Trade in Services. The report reviews the policy trajectory and progress of state-owned economic layout adjustments since 2013, summarizing the evolution as a progressive logic of "clear direction, rich means, focused priorities." Clear direction refers to the shift from relatively principle-based adjustments of entry and exit to more precisely targeted systemic concentration. Rich means refers to the shift from relying mainly on strategic reorganization to placing equal emphasis on strategic reorganization and specialized integration.
In terms of reform results, the state-owned economic layout has accelerated its concentration in important industries and key areas related to national security, the lifelines of the national economy, and people's livelihoods, with central SOEs' operating revenue from these areas now exceeding 70%. Reorganization and integration have become the core lever for optimizing the state-owned capital layout and adjusting the structure, with the number of central SOEs adjusted to 99. At the local level, by the end of 2025, localities had carried out 116 strategic reorganizations involving 229 first-tier enterprises, centered on developing pillar real-economy industrial segments. State-owned capital has actively invested in forward-looking strategic emerging industries. In 2025, central SOE investment in these industries reached RMB 2.5 trillion, accounting for more than 40% of total investment, while revenue from strategic emerging industries exceeded RMB 12 trillion.
The report also noted that the state-owned economic layout still faces problems such as long fronts, wide distribution, and insufficient high-end presence. It proposed that during the 15th Five-Year Plan period, the layout optimization of central and local state-owned enterprises should be guided by "six focuses": focusing on the "three concentrations," on new quality productive forces, on scientific and technological innovation, on specialized integration, on new-type production relations, and on drawing on international experience. At the same time, it called for improving the modern enterprise system with Chinese characteristics, enhancing state-owned asset supervision centered on asset management, strengthening core functions, and raising core competitiveness.
