SASAC Holds Central SOE 6G Future Industry Promotion Meeting, Calls for Tech Shortboard Fixes and Secure

On August 20, the State Council SASAC convened a 6G future industry promotion meeting for central SOEs, reviewing progress and setting next-stage tasks. The meeting urged SOEs to fill technology gaps, boost basic research, and build a secure 6G industry and supply chain, while accelerating international cooperation and commercial application. It also highlighted 6G as a 2030 core infrastructure and cited 2026 policy plans, with central SOE basic research spending rising from 6% in 2021 to 9.4% in 2025.

The State Council's State-owned Assets Supervision and Administration Commission (SASAC) held a central SOE 6G future industry promotion meeting on August 20, summarizing progress and deploying next-stage work. The meeting noted that advancing the 6G future industry is a necessary requirement for central SOEs to implement national strategic deployments and fulfill strategic missions. Central SOEs must proactively align with national, local, and industry plans to accelerate industrial development goals. The meeting proposed filling technology shortboards, strengthening basic theoretical source innovation, driving breakthroughs at the bottom level of key technology components, and building a secure and stable 6G industry chain and supply chain. It also called for consolidating the industrial base by enhancing innovation platform construction, market player cultivation, and talent team building to lay a solid foundation for high-quality 6G development.

The meeting further stressed accelerating international cooperation, building a diversified cooperation system, and comprehensively enhancing international discourse power. It also emphasized incubating scenarios and business formats, actively promoting the integration of 6G technology with the real economy, comprehensively building first-mover advantages in application ecosystems, and accelerating the realization of a 6G commercial closed loop. Before the meeting, participants visited a central SOE 6G future industry achievements exhibition, and the meeting released central SOE 6G future industry scenario co-creation tasks. Heads of relevant SASAC departments, leaders of 31 central SOEs related to the 6G future industry, and heads of relevant departments attended the meeting.

As the core next-generation mobile communication infrastructure oriented toward 2030, 6G networks will achieve deep integration of communication, sensing, and intelligence. Integrated sensing and communication is one of 6G's core technologies, enabling deep coordination between communication and radar detection through the same hardware platform and identical spectrum resources, supporting high-precision positioning and motion sensing while meeting high-rate communication needs. Achieving this requires upgrading base station antenna systems, using higher frequency bands, wider bandwidths, and denser massive antenna arrays to provide independent communication beams and sensing beams.

The 2026 government work report listed 6G as a future industry cultivation direction, and the 15th Five-Year Plan outline further proposed moderately ahead-of-schedule construction of new infrastructure, advancing 6G technology innovation, and promoting 6G's gradual shift from frontier technology research and development to infrastructure layout. The Shanghai municipal government's released plan, titled the 15th Five-Year (2026 to 2030) Plan for Building Digital Shanghai, proposed advancing 6G trial networks to achieve intelligent coordination and deploy commercial use in communication infrastructure.

SASAC data show that central SOE basic research investment rose from 56.5 billion yuan in 2021 to 102.4 billion yuan in 2025, with its share of central SOE R&D investment increasing from 6% to 9.4%. A total of 58 central SOEs have built 97 original technology source areas, forming an overall layout covering 8 major categories, 60 fields, and 201 directions, and deploying over 1,500 foundational and frontier technologies.
