Shanghai Targets 100 Billion Yuan, 40 Million Participants in Sports Event Economy Plan
The Shanghai Municipal Government has issued an action plan for 2026-2028 to develop a high-quality sports event economy. It aims to create one to two world-class Shanghai event brands, cultivate internationally capable organizers, and establish a consumption ecosystem friendly to all times and demographics. Targets include cumulative participation of over 10 million in national-level and above events, over 30 million in mass sports events, and an economic impact exceeding RMB 100 billion.
The General Office of the Shanghai Municipal People's Government has issued the Shanghai Action Plan for Promoting High-Quality Development of the Sports Event Economy (2026-2028). The plan sets key objectives, including improved event supply, with the creation of one to two world-class Shanghai event brands and the cultivation of a number of high-quality event organizers with international vision and professional capability.
It also aims to enrich the event consumption landscape, forming a sports event consumption ecosystem that is friendly to all times and all population groups. Event support facilities will be further improved, with significant enhancements in spectator convenience and international service capabilities.
In terms of comprehensive benefits, the plan targets cumulative participation in national-level and above events exceeding 10 million person-times, with an economic pull effect exceeding RMB 100 billion. Furthermore, cumulative participation in mass sports events is targeted to exceed 30 million person-times.
