Shanghai State-Owned Fund Platform Goes Live with First 13-Member Empowerment Consortium
On August 26, Shanghai officially launched a municipal post-investment empowerment collaboration platform for state-owned capital funds. The platform pools 24 categories of services across industry, finance, technology, and space to address bottlenecks faced by investee companies. The first batch of 13 members, including districts, state-owned groups, banks, and enterprises, formed an empowerment consortium. As of end-2025, Shanghai's state-owned fund scale exceeded RMB 660 billion. The consortium will expand to cover all 16 districts.
On August 26, the Shanghai Municipal Post-Investment Empowerment Collaboration Platform for State-Owned Capital Funds officially commenced operation. The platform connects district-level state-owned enterprises, universities and research institutions, chain-leading enterprises, and professional service providers, pooling 24 categories of service resources spanning industry, finance, technology, and spatial carriers. Its goal is to resolve the various bottlenecks encountered by enterprises invested by state-owned funds.
As of the end of 2025, the scale of state-owned capital funds in Shanghai exceeded RMB 660 billion. To support the growth of science and technology innovation enterprises, the Shanghai State-owned Assets Supervision and Administration Commission (SASAC) has promoted Shanghai State Investment Company, together with relevant districts and municipal state-owned enterprises, to form the first batch of empowerment consortiums as a pilot. This initiative aims to improve the closed-loop service system covering the entire fund lifecycle of fundraising, investment, management, and exit, and to cultivate a robust sci-tech innovation ecosystem in Shanghai.
The first batch of the empowerment consortium comprises 13 member units: Xuhui District, Changning District, Shanghai State Investment Company, Shanghai International Group, Shanghai Electric, Shanghai Yidian, Shanghai Tunnel Engineering, SPD Bank, Bank of Shanghai, Shanghai Rural Commercial Bank, Guotai Haitong, Lingang Group, and Shangjian Company. Subsequently, the consortium will continue to expand to fully cover all 16 districts, attracting more professional institutions, industrial entities, and park carriers to join the platform construction.
