Guomao Holdings, a municipal state-owned enterprise with 13 billion yuan registered capital established in November 2025, signed framework agreements with SAIC Motor, Shanghai Electric, Shenergy Group, and Shanghai International Port Group to deepen collaboration and build a bulk commodity industrial ecosystem.

The Shanghai State-owned Assets Supervision and Administration Commission (SASAC) held a meeting on July 31 titled "Accelerating the High-Quality Development of Bulk Commodity Trade and Building an International Bulk Commodity Trading and Investment Platform." The meeting noted that strengthening the resource allocation function of bulk commodities and accelerating the creation of a bulk commodity trading and investment platform are important decisions by the Shanghai Municipal Committee and Municipal Government to enhance the influence of the "Shanghai Price," and also a key task in implementing the city's fifteenth Five-Year Plan.

The meeting set requirements in three areas: strategic positioning, ecological cooperation, and regulatory services. It called for strategic positioning to guide understanding of the significance of bulk commodity trade development from perspectives such as strengthening the resilience of national industrial and supply chains, promoting the enhancement of Shanghai's core urban functions, and optimizing the state-owned asset layout. It emphasized ecological cooperation as a focus, urging state-owned enterprises to take proactive and coordinated actions, and to strengthen industrial collaboration around key product categories. It also stressed the need to coordinate regulation and services, establish a full-chain, closed-loop work promotion mechanism, and create better conditions for building a bulk commodity trading and investment platform in line with the requirements of "marketization, internationalization, specialization, and digitalization."

Guomao Holdings (Shanghai Guomao Holdings Co. , Ltd.) is a municipal-level state-owned enterprise approved by the Shanghai Municipal Government, with a registered capital of 13 billion yuan, and was officially inaugurated on November 27, 2025. Leveraging Shanghai's industrial, financial, and infrastructure resources, the company focuses on building a new international bulk commodity trading and investment platform. Its business scope covers bulk commodity trading, supply chain management, and financial investment, with a focus on areas such as base and precious metals, green energy chemicals, and high-value-added agricultural products. It engages in upstream resource investment, midstream supply chain management, and downstream industrial layout, promoting the integrated development of futures, spot, and derivatives.

At the meeting, Guomao Holdings signed business cooperation framework agreements with SAIC Motor, Shanghai Electric, Shenergy Group, and Shanghai International Port Group, laying the foundation for further deepening collaboration and jointly building a bulk commodity industrial ecosystem.
