State Council Issues Service Sector Expansion Plan: 100 Trillion RMB by 2030, Eight Provinces Target 55
In April 2026, the State Council issued an opinion to expand and upgrade the service sector, targeting 100 trillion RMB in total output by 2030. China's service added value reached 80.9 trillion RMB in 2025, with average annual real growth of 5.8% from 2021 to 2025. Its share of GDP rose to 57.7% from 55.5% in 2020, contributing 61.4% of economic growth in 2025. Eight provinces have set targets totaling nearly 55 trillion RMB, exceeding 55% of the national goal.
In April 2026, the State Council issued the 'Opinions on Promoting Service Industry Expansion, Capacity Enhancement and Quality Improvement', setting a target for total service sector output to reach 100 trillion RMB by 2030. The opinion requires notable progress in high-quality development of the service sector, forming a development pattern with higher quality, better structure, improved service quality and greater vitality. Following its release, various localities introduced supporting measures, with provinces and municipalities such as Yunnan, Chongqing and Hainan successively publishing action plans or implementation opinions for service industry expansion and quality improvement, breaking down the national target level by level.
In 2025, China's service sector added value reached 80.9 trillion RMB, with average annual real growth of 5.8% from 2021 to 2025, 0.4 and 0.9 percentage points faster than the average annual growth of GDP and secondary industry added value, respectively. The sector's share of GDP rose from 55.5% in 2020 to 57.7% in 2025, accounting for more than half of the national economy for 11 consecutive years. In 2025, the service sector contributed 61.4% to national economic growth, up 6.3 percentage points from 2020.
Among provincial targets, Guangdong aims to exceed 11 trillion RMB in service added value by 2030, while Jiangsu targets close to 10 trillion RMB. Shandong proposes to reach 7.2 trillion RMB by 2030, with average annual growth of more than 5.2%. Zhejiang aims to exceed 7 trillion RMB, accounting for about 60% of GDP. Shanghai proposes to reach about 6 trillion RMB by 2030, with service trade exceeding 300 billion USD. Sichuan, Henan and Fujian target 5 trillion, 4.6 trillion and 4 trillion RMB respectively. Shanghai's service added value already reached 4.5 trillion RMB in 2025, accounting for 79.3% of its GDP.
Among the top ten provinces by GDP, Hubei and Anhui have not yet released relevant plans. The eight provinces that have announced targets have combined service added value targets of nearly 55 trillion RMB, accounting for more than 55% of the national target.
