CAAC, NDRC and MOT Issue 15th Five-Year Civil Aviation Plan, Setting 2030 Goals and Six Systems
China’s Civil Aviation Administration, National Development and Reform Commission and Ministry of Transport have jointly issued the 15th Five-Year Plan for Civil Aviation Development. The plan sets 2030 targets for the industry to move toward first-class global standards in safety, services and infrastructure, and to achieve major progress in innovation, low-carbon transition and governance. To meet these goals, it outlines six systems covering safety, transport services, infrastructure, innovation, green development and regulation.
The Civil Aviation Administration of China, the National Development and Reform Commission and the Ministry of Transport have jointly issued the “15th Five-Year Plan for Civil Aviation Development. ” The plan specifies that by 2030, the civil aviation industry will take the lead in moving toward world-class standards in safety levels, service capabilities and infrastructure, achieve major breakthroughs in technological innovation, green and low-carbon development, and governance capacity, and provide stronger support for national major strategies, regional economic and social development, and people’s demand for quality air travel.
The plan states that during the 15th Five-Year Plan period, focusing on these goals, the industry will fully advance the construction of six major systems: first, a solid and reliable aviation safety assurance system; second, a high-quality and efficient air transport service system; third, a well-coordinated infrastructure system; fourth, a self-reliant and controllable innovation support system; fifth, a sustainable green development system; and sixth, a well-regulated and orderly civil aviation governance system.
Regarding air transport services, the plan calls for adhering to popularization and internationalization, promoting air transport that is accessible, smooth, diversified, resilient, convenient, efficient, fair and inclusive, and building a dynamic, high-quality air transport service system to strongly support the expansion of domestic demand and high-level opening up.
Regarding green development, the plan proposes taking carbon peaking and carbon neutrality as the guide, coordinating the safe and orderly substitution of fossil energy and the construction of an aviation carbon market, strengthening technological innovation and industrial coordination, improving the green governance system, and promoting carbon reduction, pollution reduction, green expansion and growth in civil aviation in a coordinated manner, so as to steadily advance the industry’s green and low-carbon transformation.
