Tianjin's Municipal Bureau of Planning and Natural Resources and 10 other municipal departments jointly issued the Opinions on Resolving Planning, Land, and Real Estate Registration Issues for Historical Projects in the Revitalization of Existing Assets (2026 Edition). The policy aims to address difficulties such as incomplete procedures and missing title certificates encountered during the revitalization of existing assets. It explicitly includes all projects that have entered the low-efficiency land reserve database recorded by the Ministry of Natural Resources, as well as projects recognized by the municipal special task force for revitalizing existing assets, further expanding the policy's coverage. In the building preservation assessment stage, the policy adds a multi-department coordination and consultation mechanism, bringing forestry, urban management, and nature reserve management departments into the consultation scope, while balancing ecological, military, and other protection requirements. During the planning verification stage, for historical approval projects that obtained planning acceptance certificates under the rules then in force, the project owner may complete engineering completion acceptance filing in accordance with the opinions, using the planning verification opinion letter as a substitute. The policy also introduces an integrated comprehensive assessment mechanism, consolidating multiple review processes to shorten processing times. As a city with an early start in industrial and commercial development, Tianjin has abundant existing resources. In 2025, the city generated revenue exceeding 66 billion yuan from the revitalization of existing resources and assets.
