Tianjin's Mian 3 Creative Block, the former Tianjin No. 3 Cotton Mill, has raised its commercial share from 10% to 44%, with average weekday foot traffic exceeding 8,000. The seventh Tianjin Nightlife Festival, organized by the Tianjin Municipal Commerce Bureau with multiple departments, features more than 100 nighttime events involving nearly 1,000 merchants, alongside a ticket-stub economy alliance and bank settlement services for small businesses.
The Mian 3 Creative Block on the east bank of the Haihe River in Hedong District, Tianjin, covers 160 mu. Formerly the Tianjin No. 3 Cotton Mill, it is an industrial relic that carries the city's textile memories. The block officially opened in 2015. In 2024, Hedong District established a cultural and creative industry development office to coordinate cultural and creative resources and integrated industry development at the district level, promoting the block's transition toward a "cultural creativity plus scientific innovation" model and the development of a nighttime cultural tourism economy. At present, the block's commercial share has risen from 10% to 44%, and average weekday foot traffic exceeds 8,000 visits. At night, bars, restaurants, and cafes draw leisure visitors, while queues form outside bakeries and ice cream shops.
The seventh Tianjin Nightlife Festival, hosted by the Tianjin Municipal Commerce Bureau together with multiple departments, recently opened. Li Xiaoguang, director of the Market Order Division of the Tianjin Municipal Commerce Bureau, said the festival presents more than 100 nighttime themed events, including the "Kaixun Park" bar market, a coffee festival, and the Haoqi Vintage Garden Party. It selects 20 popular nightlife blocks and 50 recommended nightlife destinations in Tianjin, involving nearly 1,000 merchants, to build a nighttime consumption space matrix. The festival also organizes personnel to hand-paint an upgraded map of small Western-style villas, focusing on four core areas—Wudadao, the Italian Style Town, Jiefang North Road, and Central Garden—and selecting about 50 villas to depict their architectural features through color painting.
To promote nighttime cultural tourism consumption, the Tianjin Municipal Commerce Bureau, together with the Tianjin Consumption Circulation Promotion Association, established the Tianjin Ticket Stub Economy Alliance. Its members include ticket stub providers in transportation, large exhibitions, cultural performances, and sports events, as well as time-honored and quality merchants in hotels, catering, and retail. Fresh food sales at Daokou Fresh Food Supermarket increased during the nightlife festival, and the workload of reconciliation after nighttime closing rose accordingly. Agricultural Bank of China Tianjin Hedong Branch has provided payment and settlement services to multiple merchants in Hedong District, helping them improve capital management efficiency. Multiple financial institutions in Tianjin will rely on the loan interest subsidy policy for service industry operating entities to reduce financing costs for small and micro merchants in several commercial districts and increase credit lending in nighttime economy, cultural tourism, and catering sectors.
