Changxin Technology A-Share Debut Tops RMB 3 Trillion; Hefei State Capital Posts RMB 1 Trillion Paper Gain

Changxin Technology, China's domestic memory chip leader, listed on the A-share market with a debut-day market capitalization exceeding RMB 3 trillion. Hefei municipal and district state-owned capital recorded paper gains surpassing RMB 1 trillion, roughly seven times the city's 2025 fiscal revenue. Founding shareholder Hefei Industry Investment Group affirmed continued support for the company's long-term development. Hefei's investment track record spans BOE in 2008, NIO in 2020, and Changxin, anchoring its industrial strategy with more than 500 integrated circuit firms. Market observers note equity valuations fluctuate daily and face lock-up periods, whereas fiscal revenue constitutes annual cash flows for public services.

Changxin Technology, China's leading domestic memory chip maker, listed on the A-share market with a debut-day market capitalization exceeding RMB 3 trillion. Hefei municipal and district state-owned capital recorded paper gains of more than RMB 1 trillion, roughly equivalent to seven times the city's 2025 fiscal revenue. On the day after the listing, Hefei Industry Investment Group, Changxin's founding shareholder, said it has continuously made heavy investments in the Changxin project over the past decade and will continue to support Changxin Technology's development, helping Hefei build itself into a hub for the integrated circuit industry.

Hefei's state-owned capital investment track record includes BOE in 2008, NIO in 2020, and Changxin Technology. Public information shows that before investing in NIO, Hefei conducted a review process covering policy direction, professional institution assessments, legal and financial due diligence, and commercial negotiations. Hefei Industry Investment Group, as Changxin's founding shareholder and largest state investor, issued a statement supporting long-term development on the day after the listing.

Before bringing in BOE's sixth-generation line, Hefei was already one of China's largest home appliance manufacturing bases, with more than 90 percent of the country's LCD panels relying on imports at the time. Hefei's introduction of NIO was linked to the integration of new energy vehicles into the city's industrial layout. Around its "chip, display, automobile, and integration" industrial positioning, Hefei has gathered more than 500 integrated circuit companies. Hefei's RMB 7 billion strategic investment in NIO secured the company's headquarters, its R&D and manufacturing base, and supply chain commitments.

Following Changxin's listing, the market has focused on the relationship between paper gains and fiscal revenue. Stock market value is a quotation of an asset at a specific point in time, fluctuating daily and subject to lock-up periods; fiscal revenue is the annual cash flow available for education, healthcare, and social security payments. Equity is inherently volatile, while fiscal operations require relatively stable income; the foundation of local fiscal health remains industrial development and stable tax sources.
