China's 15th Five-Year Plan Sets 2030 Target for 6G Commercial Use; A-Share 6G Stocks Surge
On September 8, A-share 6G concept stocks rallied sharply, with the sector index rising over 2% intraday. Multiple stocks hit the daily limit, including Wuhan Fangu, Guomai Technology, and Zhongjing Electronics. The surge followed the Ministry of Industry and Information Technology's September 7 release of the 15th Five-Year Plan for information and communication industry development, which proposes launching 6G commercial use by 2030 and accelerating core technology research.
During trading on September 8, A-share 6G concept stocks rose sharply, with the sector index gaining more than 2% at one point. Wuhan Fangu, Guomai Technology, and Zhongjing Electronics were among the stocks that hit the daily limit, while Xingsen Technology rose over 9%, Guangha Communication and Chongda Technology gained nearly 8%, and Fiberhome Telecommunication, Tefa Information, and Huazheng New Materials followed with gains.
On the news front, the Ministry of Industry and Information Technology (MIIT) issued the "15th Five-Year Plan for the Development of the Information and Communication Industry" on September 7, proposing to fully build a new-generation communication network with comprehensive coverage and leading performance by 2030, and to accelerate the formation of an information and communication industry system that is technologically advanced and secure. The plan specifies launching 6G commercial use at an appropriate time, accelerating research on core 6G technologies, continuing 6G technology trials, and strengthening research on key satellite communication technologies such as efficient satellite-terrestrial transmission, inter-satellite networking, and routing.
The plan also proposes promoting direct-to-device satellite connectivity applications, advancing deep integration with terrestrial 5G/6G mobile communication networks, and launching, at an appropriate time, applications for existing phones to connect directly to satellites as well as for terminal devices such as phones based on non-terrestrial networks (NTN). On equipment development, the plan requires developing equipment such as 6G base stations and core networks, strengthening the development of intelligent optical transmission and optical access equipment, high-performance AI routers, and network switches, achieving breakthroughs in satellite-borne communication equipment, and developing 6G smartphones. In addition, the plan proposes formulating frequency policy documents for 6G, satellite IoT, industrial wireless private networks, and the low-altitude economy, and accelerating the development and utilization of spectrum resources in key frequency bands.
Earlier, at a press conference held by the State Council Information Office on August 26, Liu Yulin, director of the MIIT's Information and Communication Development Department, said that 6G would be a top priority during the 15th Five-Year Plan period, and that China would accelerate research on core 6G technologies, continue 6G technology trials and standard development, promote industrial maturity and ecosystem building for 6G, and prepare for 6G commercial use. On the same day, the Shanghai Municipal People's Government issued the "15th Five-Year Plan for the Development of Strategic Emerging Industries in Shanghai," which proposes promoting the integrated development of satellite internet with BeiDou, sixth-generation mobile communications (6G), and AI, accelerating the networking of low-orbit communication satellites under the "Qianfan Constellation" project, promoting medium-orbit space-based tracking, telemetry, and control services under the "Smart Sky Network," and accelerating the large-scale application of satellite internet and BeiDou.
On August 20, the State-owned Assets Supervision and Administration Commission of the State Council held a promotion meeting on 6G future industries for central state-owned enterprises. The meeting emphasized that promoting the development of the 6G future industry is a necessary requirement for central enterprises to implement national strategic deployments and fulfill strategic missions. Central enterprises should proactively align with national, local, and industry plans, accelerate the achievement of industrial development goals, address technological shortcomings, strengthen innovation in basic theoretical sources, promote breakthroughs in key technologies and components, and build a secure and stable 6G industrial and supply chain.
