Three Former HSBC Customer Managers Charged by ICAC for Taking Bribes Over RMB35,000 to Help Clients Skip
Hong Kong's ICAC has charged three former HSBC customer managers – Chen Fukun, Chen Weibo, and You Qilong – with a total of six corruption counts. Chen Fukun allegedly accepted bribes exceeding RMB35,000 from an insurance agent to let referred clients bypass queues for bank account openings, receiving RMB1,000 to RMB1,200 per client. He also paid RMB300 to RMB500 each to Chen Weibo, You Qilong, and another manager for handling referrals. Separately, Chen Weibo faces an additional charge for placing over RMB120,000 in illegal online bets in February 2026. The case will be heard at Eastern Magistrates' Courts tomorrow.
The Independent Commission Against Corruption (ICAC) yesterday filed charges against three former bank employees, accusing them of accepting bribes to facilitate queue-free bank account openings for clients referred by an insurance agent. The three defendants have been granted bail, and their case will be heard at Eastern Magistrates' Courts tomorrow.
The defendants are Chen Fukun (32), Chen Weibo (29), and You Qilong (33), all former customer managers at HSBC. They face a total of six corruption charges: five counts of conspiracy for an agent to accept an advantage and one count of an agent accepting an advantage, contrary to the Prevention of Bribery Ordinance and the Crimes Ordinance.
The charges allege that in 2024, Chen Fukun accepted bribes from an insurance agent to facilitate bank account openings for clients referred by the agent, receiving between RMB1,000 and RMB1,200 per client. The total bribes accepted by Chen Fukun exceeded RMB35,000. He allegedly referred some clients to Chen Weibo, You Qilong, and other HSBC customer managers to open accounts, providing each of them with bribes of RMB300 to RMB500 per referred client.
During the corruption investigation, the ICAC also uncovered that Chen Weibo allegedly placed bets totaling over RMB120,000 on an illegal online gambling platform in February 2026. He was separately charged yesterday with betting with a bookmaker, contrary to the Gambling Ordinance.
