CCB Unveils Yangtze Delta Tech Hub and Chip Industry Financing Plans in Shanghai
China Construction Bank launched two service plans in Shanghai on September 15, 2026, targeting the Yangtze River Delta international science and technology innovation hub and the integrated circuit industry. The bank aims to provide trillion-yuan-level comprehensive financing across the chip supply chain during the 15th Five-Year Plan. The tech hub plan sets out 15 measures, while the chip plan deploys 18 measures under four initiatives. CCB branches signed strategic cooperation agreements with several semiconductor companies.
On the afternoon of September 15, 2026, China Construction Bank held a launch event in Shanghai to release the Service Plan of China Construction Bank for Supporting the High-Quality Development of the Shanghai (Yangtze River Delta) International Science and Technology Innovation Center and the Action Plan of China Construction Bank for Supporting the Development of the Integrated Circuit Industry. At the event, CCB said it will advance financial support for the integrated circuit industry across four dimensions—policy, layout, products, and services—and aims to provide trillion-yuan-level comprehensive financing support for the entire integrated circuit industrial chain during the 15th Five-Year Plan period.
The service plan for the Shanghai (Yangtze River Delta) international science and technology innovation center takes as its main theme strengthening innovation sources and promoting industrial development. It focuses on three areas: serving the science and technology research and innovation chain, supporting breakthroughs in key core technologies, and building an integrated service ecosystem platform, and introduces 15 measures. The action plan for supporting the integrated circuit industry, themed building technology with excellence and advancing toward the chip sector, advances four major initiatives and systematically implements 18 measures to build a specialized financial service system covering the entire integrated circuit industrial chain and matching the full life cycle.
Luo Dajin, director of the Shanghai Municipal Science and Technology Commission, said at the event that in the opening year of the 15th Five-Year Plan, the construction of Shanghai's international science and technology innovation center is expanding from a single-city breakthrough to coordinated development across the Yangtze River Delta region. Shanghai focuses on developing three leading industries—integrated circuits, biomedicine, and artificial intelligence—makes forward-looking arrangements in future industries such as quantum technology and brain-computer interfaces, and improves science and technology service chains including concept validation and technology transfer.
At the event, CCB's Shanghai, Jiangsu, Zhejiang, Anhui, Ningbo, and Suzhou branches signed strategic cooperation agreements with companies including Hua Hong Group, Wuxi Xichan Microelectronics, Hangzhou Silan Microelectronics, Zhongyong Technology, Shengjisheng Semiconductor, Yutai Microelectronics, and Jiangsu Luxin Semiconductor. Shen Lei, vice president of the Shanghai Integrated Circuit Industry Association and a professor at Fudan University, shared frontier developments in the integrated circuit industry. Gu Yuandong, vice president of the Shanghai Yangtze River Delta Technology Innovation Research Institute, heads of companies including Unisoc, Ningbo Jiangfeng Electronic Materials, and Yutai Microelectronics, and the head of CCB Investment exchanged views and held discussions on the theme of high-quality development of the integrated circuit industry.
