Shaanxi Construction Investment Builds 44.348 km Chongqing Section of Xiushan-Yinjiang Expressway

The Chongqing section of the Xiushan-Yinjiang expressway, linking Chongqing and Guizhou, is under construction with a total investment of RMB 5.94 billion and a length of 44.348 kilometres. Shaanxi Construction Investment Group is developing the toll road under a BOT concession, with a four-year construction period and 30-plus-13-year operating period. The project is scheduled to open to traffic in 2029.

The Chongqing section of the Xiushan-Yinjiang expressway, linking Chongqing's Xiushan county with Yinjiang in Guizhou province, is under construction in the mountainous area along the Chongqing-Guizhou border. The 44.348-kilometre project, with a total investment of RMB 5.94 billion, is being developed by Shaanxi Construction Investment Group and is a key project to complete the east-west road network in southeastern Chongqing. It is the company's first independently invested toll road project in the southwestern market, using a BOT concession model with a four-year construction period and a 30-plus-13-year operating period.

The Wuling mountain area is densely dotted with karst caves and underground rivers, making the engineering work highly challenging. For 76-metre-deep karst pile foundations, the project adopted a staged hole-forming process. For high-pier, long-span structures with a maximum pier height of 82.5 metres, it deployed intelligent hydraulic climbing formwork and built a BIM-based intelligent monitoring system for bridge alignment. For deep cuttings with a maximum excavation depth of more than 60 metres, it used precise millisecond-delay layered blasting. For tunnels, it established a system of advanced forecasting, intelligent monitoring and dynamic support to address risks including shallow cover, unsymmetrical loading and water-rich inflow. Pile foundation testing for contract TJ-1 all reached Class I pile standards. Contract TJ-2 is tackling the 82.5-metre continuous rigid-frame main pier of the Zhongba bridge and 1.6 million cubic metres of deep cutting. Contract TJ-3 has a bridge-tunnel ratio of 66% and was the first to complete the first high-pier segment of the Shangzhai extra-large bridge. The tunnel wet-shotcrete robotic arm doubled work efficiency, while hydraulic climbing formwork nearly doubled efficiency compared with traditional jump formwork.

To date, the entire line has completed more than 490,000 square metres of site clearance, 1.35 million cubic metres of subgrade earth and rock excavation, and 347 pile foundations. The left tube of the Baisui tunnel has been excavated 224 metres and is scheduled to break through by the end of November 2026, laying the foundation for opening to traffic in 2029.

Shaanxi Construction Investment Group uses a "3+2+X" business layout, with transport, new energy and urban renewal as its core main businesses, and has established a national "1+6" key regional presence. In the southwestern region, it has formed an investment layout of more than RMB 10 billion, represented by two concession projects: the Chongqing Xiushan-Yinjiang expressway and the Chongqing Qijiang-Xishui expressway. During the design phase, the project coordinated operational needs such as service area layout and intelligent facilities. It later plans to advance smart monitoring, digital operations and maintenance, and unmanned tolling, deploy charging piles, and develop themed service areas and roadside economy based on cultural and tourism resources such as Hong'an Border Town, Chuanhegai and Fanjing Mountain. On financing, it has formed a multi-tiered system of "capital funds plus policy-based financial instruments plus bank loans". Construction access roads use a "permanent-temporary combination" approach and will be converted into rural roads after completion. At the same time, it implements ecological route selection, environmentally friendly construction and simultaneous restoration.

After completion, the drive from Xiushan to Yinjiang will be shortened from two hours to less than one hour, directly benefiting about 300,000 people along the route and driving the transfer of more than 200,000 rural residents to central towns. The project links Chongqing and Guizhou cultural and tourism resources, improves the regional road network, and enhances the connection efficiency between southeastern Chongqing and the New Western Land-Sea Corridor.
