On August 13, 2026, the second consultation dialogue on "breaking the rat race for good" in the platform economy was held in Beijing. Centering on algorithm optimization for delivery riders, Meituan, Taobao Flash Purchase and JD Delivery participated together with rider representatives, and invited experts, scholars and deputies to the National People's Congress to offer suggestions. The meeting reached consensus on three aspects - algorithm evaluation and optimization, strengthening management and guidance, and regular consultation and co-governance - and launched a series of measures in Beijing.

When calculating delivery time, e-bike delivery will be calculated at an average speed not exceeding 15 km/h, and additional time compensation will be increased for severe weather and complex road conditions. The estimated delivery time displayed on merchant listing homepages will be set scientifically to avoid "minute-level racing", and orders delayed due to slow merchant food preparation will not affect rider service scores.
On strengthening management and guidance, the three platforms will carry out a "Smart Rider" initiative, exploring the development of rider AI intelligent assistant tools and providing riders with smart devices. The positive incentive effect of safety scores will be strengthened, traffic violation monitoring will be intensified, and riders will be guided to ride safely and park vehicles in accordance with regulations. On consultation and co-governance, regular consultation dialogues on rider algorithms will be held, algorithm filing procedures will be completed and proactively disclosed, and algorithm briefings and Q&A activities will be organized to enhance algorithm transparency.
During the meeting, Meituan released "Tuanbao", the country's first rider AI intelligent assistant, which was first launched in Beijing and is being promoted nationwide. The assistant provides five functions - red light alerts, accident-prone road section alerts, green wave passage, wrong-way driving recognition and smart speed reminders - proactively warning riders of risk information through AI to ensure riding safety.
