MIIT Issues 15th Five-Year Plan for Civil Explosives Industry, Sets 2030 Targets
China's Ministry of Industry and Information Technology has issued the 15th Five-Year Plan for the Safe Development of the Civil Explosives Industry, setting 2030 goals for higher safety, stronger innovation and improved supply capacity. The plan calls for raising the share of licensed capacity for site-mixed explosives, diversifying formulations, and steadily bringing new civil explosives into regulation. Supply and demand monitoring and early warning in the civil explosives market will be strengthened and guided in a timely manner, reinforcing the industry's role in safeguarding national infrastructure construction.
In improving intrinsic safety, the plan supports intensive production and encourages enterprises to merge or close production sites, dismantle outdated production lines and reduce hazard sources. It encourages greater investment in work safety, faster upgrading of old equipment and facilities, and the elimination and replacement of high-risk processes and equipment. The application of intrinsically safe production technologies, processes and equipment is encouraged, while the number of operators in hazardous positions will continue to be reduced. Unmanned production lines will be promoted and applied; in principle, no new single-head, multi-tail or multi-head, single-tail industrial explosive production lines will be built. The plan encourages the development of low-sensitivity civil explosive products and the promotion of safer production methods.
The plan proposes adjusting the product structure and continuing to raise the proportion of licensed production capacity for site-mixed explosives. It will promote diversification of formulations, enrich and improve the categories of civil explosives, and better meet market demand. It supports the replacement and exit of excess capacity in small product categories to improve resource utilization efficiency. New types of civil explosives will be steadily brought into the regulatory framework.
In optimizing the industrial structure, the plan proposes raising industrial concentration and encouraging civil explosives enterprises to carry out restructuring and consolidation in accordance with laws and regulations. It supports civil explosives enterprise groups in extending along the upstream and downstream industrial chain, deepening integrated development of research, production and blasting services, and improving coordination across the entire industrial chain. It encourages the establishment of regional sales platforms, gradually eliminating sales enterprises with low safety levels and inadequate safety investment, and guiding poorly managed enterprises with poor safety conditions to exit the market in an orderly manner.
