Three Ministries Report Vehicle Carrier Crackdown: 14,546 Violations Since 2026, Five Regions Account for

The Ministry of Transport, together with the Ministry of Industry and Information Technology and the Ministry of Public Security, has been carrying out ongoing enforcement against illegal practices involving vehicle carriers. Recent inspections have found that some provinces still report violations such as overloaded and non-compliant loading, illegal vehicle modifications, and unauthorized transfer of loads at highway service areas.

Since 2026, authorities nationwide have penalized 14,546 instances of overloaded or non-compliant vehicle carrier operations. Among these, Jilin, Shanghai, Shandong, Hubei, and Anhui accounted for nearly 60% of the total, with 3,086, 1,572, 1,503, 1,429, and 1,043 violations respectively.

In the finished-vehicle logistics sector, 15 companies each faced penalties involving more than 100 vehicles, totaling 2,727 violations. The highest numbers were recorded for Jilin Changjiu United Logistics Co. , Ltd. and its Chuzhou branch, Shanghai Xishanghai Logistics Co. , Beijing Fuhuai Transport Co. Zhucheng branch, and Jilin JIAYE Logistics Co. , which together accounted for 56% of the total.

Regarding passenger vehicle transport, five manufacturers—FAW-Volkswagen Automobile Co. , BYD Automobile Co. , Beiqi Foton Motor Co. , Dongfeng Honda Automobile Co. , and SAIC-GM-Wuling Automobile Co. —were identified as having prominent problems with overloaded and non-compliant loading of their vehicles.

In response, the Ministry of Transport has instructed local transport authorities to step up enforcement, working with industry and public security agencies to urge passenger vehicle manufacturers to assume responsibility for source control, rectify illegal modifications, strictly penalize unauthorized load transfers at highway service areas, and strengthen supervision during transport. The ministry will regularly review and publicly report violations involving vehicle carriers across regions.
