The Ministry of Ecology and Environment and the National Development and Reform Commission have recently jointly issued the Ecological Environment Monitoring 15th Five-Year Plan, systematically mapping the development path for ecological environment monitoring over the next five years in response to the needs of the critical stage of building a Beautiful China. After years of construction, China has built the world's largest national ecological environment quality monitoring network, with complete coverage of elements, a scientifically sound layout and relatively advanced technical means. Facing the new circumstances of the 15th Five-Year Plan period, in which the Beautiful China initiative builds on past achievements and expands in scope and quality, ecological environment monitoring still falls short in supporting breadth, depth and precision. Shortcomings such as incomplete monitoring rules and standards, public monitoring quality and efficiency that require improvement, and inadequate implementation of self-monitoring responsibilities need to be addressed.

The plan defines the direction of monitoring development, adhering to a demand-driven approach and focusing on improving the monitoring system in areas such as new pollutants, biodiversity and greenhouse gases. It sets quantified targets, establishing assessment indicators including the effective rate of automatic monitoring data and the networking rate of monitoring station filings. It also emphasizes capability building, promoting the overall improvement of the monitoring system's capacity. In digital and intelligent construction, technologies such as black light laboratories, environmental DNA sequencing and remote sensing monitoring have been put into application, and the integration of artificial intelligence is reshaping monitoring production methods. The plan proposes relying on major scientific research projects to advance the digital and intelligent upgrade of the national monitoring network, accelerating the development of intelligent unmanned equipment and new sensing technologies, and raising the domestic production rate of key components of mainstream monitoring equipment. It also calls for the continuous development and iteration of monitoring large models, business intelligent agents and algorithm models, extending to scenarios such as intelligent operation and control, pollution source tracing, prediction and early warning, and off-site supervision.

In data quality management, more than 370,000 pollution discharge units nationwide conduct self-monitoring, with over 10,000 entrusted technical service institutions involved. With many participating entities, long process chains and concealed fraud methods, regulatory pressure is significant. The plan proposes innovatively building a new full-process penetrating quality management paradigm covering public monitoring, self-monitoring and technical service institutions, and strictly cracking down on monitoring data fraud. The 15th Five-Year Plan period is a critical stage for the Beautiful China initiative to build on past achievements, expand in scope and improve quality, and achieve a fundamental improvement in the ecological environment. It is also an important stage for the ecological environment monitoring system to accelerate transformation and upgrading.
