Shanghai Plan Supports Global Registration of Innovative Drugs, Contract Manufacturing, Genetic Testing Pilot

Shanghai Municipal Commission of Commerce and six other departments have issued the Implementation Plan for the Construction of the Shanghai National Service Trade Innovation Demonstration Zone, which proposes to support the innovative development of the biopharmaceutical industry. The plan specifies that enterprises are supported in obtaining global registration and certification for innovative drugs, modern traditional Chinese medicines, and high-end medical devices, and in achieving local sales. At the same time, it expands international cooperation on biopharmaceutical innovation results, and supports contract research, development and manufacturing organizations with mature production experience, as well as production enterprises, in undertaking commissioned manufacturing activities.

The plan also proposes to carry out a pilot for the expanded opening-up of gene diagnosis and treatment technology development and application in the pilot free trade zone, and to build international medical device exhibition, training, and trading platforms in the Hongqiao International Central Business District and the Oriental Hub International Business Cooperation Zone. In terms of industrial layout, the plan focuses on Pudong New Area, Minhang District, and Jiading District, accelerating the construction of world-class biopharmaceutical industrial clusters.
