MIIT and Eight Other Departments Issue 15th Five-Year Plan for Intelligent Connected NEVs
The Ministry of Industry and Information Technology and eight other departments issued the 15th Five-Year Plan for the Intelligent Connected New Energy Vehicle Industry. The plan calls for stronger capacity early warning and regulation, stricter conditions for new independent NEV enterprise projects, more lawful mergers and reorganizations, and the orderly exit of outdated, low-efficiency capacity. It also promotes NEV tax incentives, auto consumption reforms, trade-ins, rural NEV sales, and used-car circulation. Other measures cover talent development, 5G/5G-A and C-V2X networks, computing infrastructure, world-class enterprises, and digital-intelligent transformation across the industrial chain.
The Ministry of Industry and Information Technology and eight other departments issued the 15th Five-Year Plan for the Development of the Intelligent Connected New Energy Vehicle Industry. The plan proposes giving play to the inter-ministerial coordination mechanism for the energy-saving and new energy vehicle industry, coordinating implementation of the plan, setting out the division of key tasks and annual work priorities, strengthening supervision and guidance and dynamic monitoring, mid-term evaluation, and final evaluation of implementation, and having all regions and relevant departments implement it in light of actual conditions to ensure policies take effect. The plan proposes implementing NEV tax incentive policies, deepening the pilot reform of automobile circulation and consumption, accelerating the removal of restrictive measures on automobile circulation and consumption, innovating automobile purchase and use management models, supporting activities such as automobile trade-ins, NEVs going to rural areas, and renewal of urban buses and power batteries, deepening NEV insurance reform, optimizing benchmark rates for commercial auto insurance, strengthening cross-regional management of used-car circulation, and supporting the development of used-car dealership models.
The plan also proposes exploring the establishment of disciplines related to intelligent electric vehicles, compiling a catalog of demand for scarce talent in the industry, and, relying on national excellent engineer practice bases, pilot testing and verification platforms, and industry-education integration communities, building an industry-demand-driven talent training system and public practical training bases.
The plan proposes deepening the integrated development of automobiles and information and communications, continuing to deepen 5G/5G-A (enhanced 5G) network coverage in key cities and on some expressways, building C-V2X (cellular mobile communication-based vehicle networking technology) direct communication roadside equipment, and building a mobile network system that combines high and low capabilities, is ubiquitous and intelligently connected, and is secure and reliable, to enhance network capabilities serving automotive applications. The plan proposes expanding connectivity capabilities adapted to multiple scenarios, increasing the penetration rate of vehicle-side 5G/5G-A and C-V2X direct communication capabilities, promoting the vehicle installation and application of technologies such as direct-to-satellite and the BeiDou system, and orderly advancing the planning and allocation of dedicated Internet of Vehicles numbers and the supply of radio frequency resources. The plan also proposes optimizing the deployment of multiple types of computing power infrastructure, accelerating the scheduling and sharing of heterogeneous computing power, promoting the coordinated development of intelligent connected NEVs and connected infrastructure, and promoting the application of IPv6 (Internet Protocol version 6) technology.
The plan proposes strengthening capacity early warning and regulation, strictly implementing industrial policies such as the Automobile Industry Investment Management Regulations, and strictly enforcing conditions for new independent NEV enterprise projects. The plan proposes intensifying lawful mergers and reorganizations and cross-regional integration of automobile enterprises and deepening the reform of group management of automobile production enterprises. The plan proposes promoting the orderly exit of outdated and low-efficiency capacity through market-based and law-based means and improving the overall capacity utilization level of the industry. The plan proposes strengthening early warning and regulation management of power battery capacity.
The plan proposes building world-class enterprises, continuing the China Auto Brand Upward Development series of activities, improving automotive industrial design and service-oriented manufacturing capabilities, and enhancing brand influence and reputation. The plan proposes increasing efforts to cultivate leading component enterprises and promoting strategic cooperation and R&D collaboration between vehicle and component enterprises. The plan proposes deeply implementing the manufacturing excellence quality improvement project and promoting improvements in enterprise quality management capabilities and industry quality levels. The plan proposes supporting regions with conditions to accelerate the building of world-class advanced manufacturing clusters for intelligent connected NEVs.
The plan proposes promoting the digital and intelligent transformation of the entire industrial chain, grasping the trends of digitalization, networking, and intelligence, and accelerating the comprehensive empowerment and deep integration of artificial intelligence in all links of automobile R&D, production, supply, sales, and service. The plan proposes promoting the digital collaborative upgrading and data sharing and interconnection of industrial and supply chains and creating a new vehicle-component collaboration model. The plan proposes continuing the tiered cultivation and promotion of smart factories, expanding specialized service teams such as automobile industry digital transformation promotion centers, and improving service capabilities for the industry's digital and intelligent transformation. The plan proposes accelerating the upgrading and replacement of industrial control systems in the automobile industry.
