Politburo calls for more effective macro policy; NDRC details four areas and 800 billion yuan financial
China’s Politburo, at a July 30 meeting, stressed more effective macro policy and stronger counter-cyclical adjustment for the second half, with the NDRC the next day outlining measures in four areas: policy coherence, domestic demand expansion, new growth drivers, and enhanced economic resilience. An 800 billion yuan new-type policy financial instrument will be accelerated. H1 GDP grew 4.7% but Q2 slowed to 4.3%. Expanding domestic demand is the top priority, with a 2026–2030 strategy under preparation. Investment in six major infrastructure networks will be expedited, with private capital participation encouraged. Water network private investment already reached 10.8 billion yuan in H1, up 85.8%, and computing power network investment may total 4 trillion yuan during the current five-year plan.
